The applicant was born in Austin, Texas where he attended
and graduated from the segregated Texas public school system (all African
American). He excelled in
academics, athletics, and student government. He then attended the University
of Houston, where he earned a Bachelor’s degree in Electrical Engineering while
also a member of the Football Team.
He continued his education by obtaining a Master of Science Degree in
Computer Science from Florida Institute of Technology (FIT). He is currently the Chief Systems
Engineer for L-3 Communications Systems West.
He has contributed in the areas of technology/engineering
via applicable designs for NASA (Aft Signal Processor for the Space Shuttle),
System Control and Data Acquisition (SCADA) for the Power Industry (M9000
Architecture), Global Position Satellite (GPS) applications NAVSTAR, and the
Department of Defense (DoD) High Band Width Micro Wave Data Link Communication
Systems for Unmanned Piloted Vehicles.
He has been directly involved in public services/community
development and Civil Rights from an early age until present. While in the state of Utah he has
served as First Vice President of the Salt Lake Branch NAACP, Laymen President
of the Intermountain General Baptist Association of Churches (Utah, Idaho,
& Wyoming); member of the boards of directors for Utah Issues, and Chairman
of the Mathematics Engineering Science Achievements/Minority Engineering
Program (MESA/MEP) Industrial Advisory Board; Treasurer for the Alberta Henry
Education Foundation; member of the Salt Lake Branch American Civil Liberties
Union (ACLU) Executive Board, President of Wasatch Chapter of International
Council of Systems Engineers (INCOSE), member of Kappa Alpha Psi Fraternity
Inc., member of the Committee for Saving Our Afro-American Boys (National
Baptist Laymen Movement), Vice Chairperson of the Legal Center for Utah
Education, and Co-chair of the Community Advisory Board to Utah Commission on
Equity in the Judicial System. He
received the Presidents Awards (1990 & 1995) and the Martin Luther King,
Jr. Award (1995) from the Salt Lake Branch of the NAACP.
Larry’s true passion has been in enriching young men lives of our community
through the Boy Scouts of American (BSA).
Larry was introduced to the Scouting Program in an elementary after
school program for at risk youth and has been engaged in Scouting since his
arrival in Salt Lake City in 1986. He is currently Scout Master of the Calvary
Baptist Church Troop 1881 (21 Years) and a member of the Executive Board of the
Great Salt Lake Council (GSLC) Boy Scouts of America (11 Years). He has served on two Scouting Executive Selection Committees,
the Scout Reach Program, and as Vice President of Relations for GSLC for five
years (2003-2008). He has provided
Annual Scholarships (20) partnered with the Colorado River & Trail
Expedition Inc. (CRATE) for the past fifteen (15) years that has provided three
day River Trips to Scouts and Single Parents whom would possibly not have the
experience. He was an Honored Scout Master at BSA National Meeting 1995,
received the District Award of Merit 2006, completed Wood Badge Training 2007. Larry was one of the first African
Americans in Utah to be presented the highest Boy Scouts of America Volunteer
Awards in 2009 , the Silver Beaver Award.
However, his greatest award is to provide a service of Building
Character and Life’s Skills for young men.
